[tex-live] Having a .fmt for different engines

I don't understand how this can work, Thomas : let's say
there's some tool that (a) calls INiTeX with parameter
string "plain \dump"; then (b) renames the resulting
format file "tex-plain.fmt".  When the user next invokes
TeX, TeX will expect to find "plain.fmt" in an
element of TeX_formats : but it won't be there,
because it has been renamed using the $engine-$format
convention.
