[tex-live] OSFONTDIR in texmf.cnf-4WIN

in 

  Master/texmf/web2c/texmf.cnf-4WIN

there is 

  OSFONTDIR = /please/set/osfontdir/in/the/environment

Maybe it should be:

  OSFONTDIR = /$systemroot/fonts//

Hopefully this is correct, I can't test it myself.

I ask for this because we have vntex in TeXLive and Thanh provided
Vietnamese support for Windows system fonts.  It would be nice if
Windows users don't have to configure it manually.
