We've discussed a possible fmtutil patch (and texmf.cnf update), but  
it's not clear to me that a decision has been made at this point.

I'd like to hear what Karl thinks, in particular, as well as any  
others who have opinions. Thomas, are you following this issue, and  
have a view on it?
