[tex-live] tlpmgui on vista

Hello TeX-hackers!

Last edition of tlpmgui (1.75) works on Vista - report from George
Pearson. In worst case environment variables aren't added.
George will send to tex-live list description about installation
procedure on Vista.
Image of TL should rebuild, because texlivetest2007-inst-20070206
contains previous version of tlpmgui (1.74).

Many thanks for test a tlpmgui on yours systems.
