[tex-live] TexLive 20070128 doesn't work well under Win32

well, then don't spent time on my irrelevant comments ... since i was commenting on ls-r and triggered by lower/upercase remarks and remembered a related problem

the kpse lsr related format has two entries, ls-r and ls-R and it looks like the file is loaded twice 

but then, i may be completely wrong
