[tex-live] (fwd) Bug#437949: texlive-bin: FTBFS on hurd-i386 because of icu

Samuel (in Cc) found a problem with compiling xetex on hurd-i386. The
fix is included in the upstream ICU lib, but to be sure I am forwarding
you his message in case you can make use of it.
