You have a map line with a font file (which is only useful if the font
file is to be included), but you don't want to include the font file,
so pdftex ignores the file name. Probably missing a "<"...

> > grep ftxro6a `kpsewhich pdftex.map`
> ftxro6a t2a textb19 -s 0.167

This doesn't look like a valid map line for pdftex.
