i don't know them personally. the creators are the "ParaGraph International",
which is now ParaType Inc., a well known font foundry in russia.
around 1996 (as the copyright date states), they got a grant from RFBR
(www.rfbr.ru), and essentially made available (released) the
"Literaturnaya" family of their fonts under non-commercial license,
for use with TeX-related applications.
ParaType still sells Literaturnaya fonts, btw.
I don't know how big are the chances of getting them to make a change
to the license text. Probably not high, but if you'd like to take a
chance, it would be great. You have bigger weight than me for such
inquiry. :)
I guess that if this discovery (thank you Tom, this was indeed a
thorough work!) makes the literat fonts unacceptable for distribution
as part of TeX Live, i'll just upload them to CTAN (they are still not
there, as far as i remember), and we will ask to make them installable
via the install-nonfree-fonts script...
