Hm, that's one thing that's strange.  The other is why it's in
bin-dvipdfmx at all:  It is not distributed with the dvipdfmx sources
(see http://cvs.ktug.or.kr/viewcvs/dvipdfmx/) and has a separate
subdirectory in source/texk/.  That's the reason why we (Debian) missed
it, we just excluded bin-dvipdfmx.tpm because dvipdfmx already exists in
Debian. 

Why not have a separate bin-dvipos.tpm?
