[tex-live] 8.3 file name restrictions

the rt-11/rsx-11 file systems didn't last beyond vms v1.6 (which i was
using in something like 1978); it was labelled ods-1 when ods-2 was
introduced with vms v2.  things branded as "openvms" (hah!) may still
have the capability, but using it would be as daft as using dos fat on
win xp.
