No "or later", but the file that's currently behind that link does not
require renaming if you do the "identify to the user" stuff.  That's
contradictory, and we don't know which older version he referred to (we
can only guess if we know what was there in 2003, but I fear that
changed...) 

Anyway, I'm not going to remove files from Debian with such a reasoning.
Even if it had only the one sentence after "Essentially", it would be
free IMO, so the intention is clear, and this I trust every judge will
also find, at least where I live.
