It makes sense for people to start using pdftex-1.40.0-beta now, so
any bugs can be worked out in advance of the next round of updates to
the texmf trees.

I can report that building pdftex-1.40.0-beta on linux is simple, but
building pdftex-1.30 on Win32 exhausted what small patience I have
with Win32, so I've been using Akira Kakuto's w32tex:
