That's nothing in the binary that forces the "k". It is the texmf.cnf
settings which trigger this.

Maybe, there should be some kind of
  tex.parse_first_line = f
lines which disable "k" extensions for just "tex", so that the system
still has one format that meets Knuths requirements for saying "This is
TeX, ...".
