    "deadline" for the newer TL release is not "real soon now", then I would
    like to get this version included in TL.

There is no deadline at this point, beyond "much later".  No problem to
include whatever version of algorithms is current when the time comes.

    If I can end up with a live CD containing AUCTeX + Emacs + TL (or some
    subset of it)

You'll definitely need to make a considerable subset to fit on a CD.
Maybe try scheme-medium for starters.

Anyway, if you do come up with a "live" package of TeX + friends, we
could certainly distribute it from tug.org if you like.  (Probably not
as a physical CD, though.)
