Indeed, which is why both LM and EC use an intermediate value between
those from CM and from CM + german.sty. IMO the precomposed glyphs are a
good compromise.¹

1 I think requesting slightly lowered umlauts as they are now was my
  first submission to Harald Harders whichslist for LM ...
