I have made this change in the dvipdfmx config files for TeX Live.

Christian, I imagine you'll want to do the same for MiKTeX.

Cho and Shunsaku, I'm not sure if it's in the dvipdfmx distribution
itself, but if so, I imagine you'll want to change it there too.
