well, updating context between tex live releases is done by means of 
users unzipping the cont-tmf file in texmf-local and then regenerating 
the formats

(or, once a user has a running system, he/she can do "ctxtools --update" 
which will fetch the zip, unzip the changes, and regenerate the formats)
