Wouldn't it be possible to have a GNUMakefile and a Makefile in the
relevant directories, so that the people who want to use GNU make can do
it?  Maybe only in the unreleased tree for testing purposes, and finally
- after a round of checking whether the nonGNU Makefiles are correct -
they are removed from the release tree?
