One of my users needs ${HOME}/.dvipsrc to work but he isn't able to when
using the dvips in TL 2005. Does anybody know what is going on?

Doesn't seem to work. Manually setting DVIPSRC as GW suggested didn't
work either. As far as I can tell, the .dvipsrc file is simply
ignored. And the documentation is not helpful -- it seems to say
unequivocally that the file is to loaded between config.ps and any
command line arguments.
