[tex-live] cmarrows METAPOST macros

Friends,

I would like to ask about TeXLive strategy to distribute various useful
software. Occasionally I use `cmarrows' METAPOST macros:

ftp://tug.ctan.org/pub/tex-archive/graphics/metapost/contrib/macros/cmarrows/

Recently, its author relicenced it from the default "all rights
reserved" to LaTeX Project Public License. I think there are no legal
obstacles to include it into TeXLive. I am not sure about your policy
(what to include and what to reject). Do you think that cmarrows could
be included in TeXLive?

PS: It could also be packaged separately

But TeXLive is not (and might not want to be) composed from such finely
grained packages.
