    (texmf/web2c/texmf.cnf-4WIN will be copied to texmf-var/web2c/texmf.cnf.

Whatever you think best for Windows is fine with me, for whatever that's
worth.

Maybe some kind of conditional syntax like Hans suggests can be done
next year, to avoid quite so much duplication.  But anyway, life goes on.
