One can try. The last thing I have found about Joachim Bleser is that he
left the 'Hochschulrechenzentrum' of 'Technische Hochschule Darmstadt'
at the end of 1996:

I haven't found much about Edmund Lang. However, Joachim Schrod (CCed)
is one of the authors of extpic.sty which is in the same directory on
CTAN. Maybe he knows something about their whereabouts.
