[tex-live] pscyr fails the license test

Sorry, I cannot find pscyr on CTAN and we cannot search the whole world
for an update. Is pscyr prepared for distribution? If so, please
put in on CTAN. (It could take less time than discussing about 
licenses, I believe  ;-)
