Section 2.2. in the teTeX manual
(http://tug.org/teTeX/texmf/doc/tetex/TETEXDOC.pdf) gives a short overview
of the predefined texmf trees.

Maybe, something like this should be added to the TL docs. The
sources of the manual are available in the source tree of TL:
TeX/texk/tetex/doc/TETEXDOC.tex.
