I would prefer not a texmf-local that is independent of the version of 
TL. People can keep a texmf-local with stuff in the 2005 setting (that 
they keep around for old projects) that for instance is not needed 
anymore in the 2008 version (or in different formats). Remember the 
updmap and friends changes we had and the tree layout changes. Nothing 
should prevent us from optimizing again in the future.

Thus:
/usr/local/texlive/2005/texmf-local

It is easy enough to copy things over if you want to. Having it "forced 
shareable" between years only makes for problems in the future.
