I tried it under Linux last night.

If no env var is set, kpsewhich --expand-path '$TTFONTS' expands to
the path set in texmf.cnf.

With "export TTFONTS=/a/b/c" it returns "/a/b/c"  but with 
"export TTFONTS=/a/b/c:" it returns an empty string.
