Why?  There are more Vietnamese fonts than vnr.  It's easiest to
maintain the texmf tree if each family has its own directory.

`vntex' is just the latex and plain stuff.  Compare this to my CJK
package which also doesn't contain CJK fonts.

I disagree.  t5.enc is a generic encoding vector which describes T5
encoding.  It's straightforward to use it with any other Unicode font
(assuming it has the necessary glyphs).
