latex/required/tools is a CTAN location, tex/generic a TDS path.  I think
that Martin suggests this latex/required/tools, because this is one way
to ensure that all LaTeX systems contain ifpdf.sty (at least all systems
newer than a given date).

CTAN directories do not directly map into installation directgories.
babel is one example which resides in CTAN:macros/latex/required, but
it it usually installed into tex/generic/babel in a TDS tree.
