Waiting now means waiting forever because the number of not living documents 
doing it wrong does increase not decrease so the argument to wait will 
enlarge not shrink.

So IMHO the answer has to be: don't wait any longer.

And: Is it more important that correct documents behave correct or that 
incorrect documents behave correct. Currently I can give you a correct 
document that will not make the same, correct, and expected result with TeX 
Live. I think compatibility with faulty documents must not hurt compatibility 
with correct documents.
