Ok, sounds good.  I changed both TL's texmf.cnf and the texmf.in files
in source.development/texk/kpathsea.  (Sorry I missed those before,
Thomas.)

I note that 10007 is reported as:
 The smallest currently assigned five-digit ZIP Code (with no leading
 zeros) which is prime. It belongs to Financial District NY. [Baker]

8191 is definitely more interesting :).
