formats have to be created using the right search paths. Everything
else will fail. A system taht is as large as TeX Live cannot work if
applications pick files from arbitrary places of the texmf tree.
All latex based formats (besides lambda and lamed) should have search
paths which make sure that tex/latex// is searched before tex/lambda//
I don't see a problem. Not even a license problem. That "strange"
ltpatch.ltx is not derived from a file which is covered by lppl, so the
lppl does not apply.
