[tex-live] fmtutil.in patched

I have been so free to patch fmtutil.cnf in both Master and 
source.development and changed the engine on the line for mf to 
mf-nowin from mf. This makes the file more robust for systems where X11 
is more optional than others (i.e. Mac OS X where in the standard 
situation X11 is not running but a distributed binary of mf normally 
has X11 support compiled in).
