[tex-live] pdftex doc moved

As promissed, I've made changes in the doc layout for some reasons:
1. pdftex documentation is for the _program_ built from the sources
   (like dvips, tex, etc.; not general one)
2. some files are directly copied from the source tree

 Change 5893 on 2004/09/17 by staw at staw

    pdftex documentation moved from texmf-doc/doc/english/pdftex/
    to texmf-doc/doc/pdftex(*); updated NEWS README and pdftex-syntax.txt
    (from the sources), texmf/tpm/bin-pdftex.tmp updated
    texmf-doc/tmp/pdftex.tpm removed
(*) sorry for a typo in the changelist, should be texmf/doc/pdftex
