[tex-live] Small changes to otp2ocp

Hello,

I just submitted a small change to routines.[ch] in the otps/ 
directory. This should fix a segmentation fault in otp2ocp when 
very large OTPs are created. Please test compilation (if 
everything is fine, a Mac OS X binary would be nice because 
William Adams needs it :))
