context users don't use
  pdfetex \&cont-en
  aleph \&cont-en
directly.

They use texexec with options, so texexec could make the base format names
unique. As long as this does not happen, teTeX/context users cannot use
both engines at the same time. teTeX uses fmtutil for format generation
and fmtutil has this restriction about unique format names since ever.
