[tex-live] TeX Live texmf.cnf vs. texmf.in

In looking at the source.development/.../texmf.in vs. the
Master/.../texmf.cnf, the main difference is apparently the use of
$progname in TEXINPUTS:
texmf.in: TEXINPUTS = .;$TEXMF/tex/{$progname,generic,}//
texmf.cnf: TEXINPUTS = .;$TEXMF/tex/{generic,}//
And consequent major reduction in the path settings.
I'm a little scared to make that change in texmf.cnf now, but maybe I
shouldn't be.
In general, it seems like it would be nice to autogenerate the Web2c
texmf.cnf from teTeX, to avoid drift. It doesn't seem impossible. Oh
well, maybe another year.
