[tex-live] t1utils source now 1.32

Regarding t1utils (Staszek and Gerben), it seems p4 decided to update
timestamps on a bunch of the new files for no reason I know of.  So
config.h.in was out of date, which caused autoheader to be rerun.

So I made a meaningless change to config.h.in and checked it in, so it
would be new enough again.  t1utils now builds for me without running
any auto*.  Here's hoping ...
