*May be* the reason is that german.sty makes " active : so hexa codes 
("a9, eg) can't be defined after loading german.sty.

Solution use \usepackage[german]{babel} or load german the last or use 
only decimal codes in the package.

Of course I am not quite sure that this is the reason of the clash...
