actually, the page format has to be known at any stage since the page 
construction (as done by macros) may depend on it; in dvi one can use specials 
to communicate the page characteristics; the main difference between dvi and pdf 
is the reference point, which in pdf is at the lower left corner, which makes it 
more sensitive to a non specified paper size since it needs to know the height 
of the page.
