[tex-live] scripts layout

I found that p4 depot has (perhaps) incorrect texmf[-dist]/scripts/
layout:
texmf/scripts/tetex/
texmf/scripts/tex4ht/
etc.
As I remember a discussion, it should be rather:
texmf/scripts/perl/tetex/
texmf/scripts/java/...
... etc.
Only the later layout works at least on Windows with the current binaries
(e.g. updmap). However interesting that for context scripts
texmf/scripts/context/perltk/
works well for Win32 and Linux (texexec.pl). For testing I removed
PERLINPUTS = .;$TEXMF/{perl,context}//
line from texmf.cnf for both systems as it seems obsolete now.
The question is: which layout is valid for consistence:
scripts/perl/context/ vs. scripts/context/perl/
For both systems kpsewhich --show-path=texmfscripts just expands to
texmf[...]/scripts// so perhaps only updmap.exe for win32 is too
restrictive?
Another problem is with texdoctk: for Win32 Fabrice provides all needed
perl libraries, but standard Linux installation doesn't have eg. Tk.pm.
Having RH9.0 installed I cannot even find which package can have it :(
