You are right. I just have repeated yesterday's test with
teTeX-1.0. Indeed, without tcx, everything depends on the locale.
With tcx, nothing depends on it any more.

I think, this also explains what dak has observed. So, his argument
is still valid (things becoming worse for him / his program). Only the
point of time when this (has) happened is a different one...
