Just hypothesizing wildly here ...

I invented ac_include in order to be able to include common fragments in
Makefiles (which get autoconf substitutions).  It's supposed to get
expanded by configure, but I had to hack autoconf for that, and the
feature never got into the base code.

So if a standard autoconf-generated configure is being run, the
ac_include will end up in the output.  Either the ac_include support has
to get put into configure, or the files have to get manually included in
Makefile.in before running configure.  The latter should at least let
you proceed, but it's definitely no fun.

I'm not sure what the real answer is.
