It the files are tex-syntax, they should go to texmf/tex, no matter which
engine it is. We already have e.g. etex.src in texmf/tex even tough
TeX cannot make any use of it. There was a lengthy discussion about
this in some list (texlive or TDS, I don't remember). But, in the end,
there was a common agreement that it is better to stop using the engine
stecific directories.

Karl, I am sure that you can pass a reference to Fabrice...
