i consider the structure under the web2c path in the tds conforming

No. It's web2c-specific. That's why it's under web2c/ :).
i wonder why i conformed and moved stuff to the scripts path
scripts is in TDS (not just web2c).
Of course, all standards are voluntary, and the TDS more than most, but
that's another story.
(thereby crippling some things since it
splits packages in an unnatural way)
As you know perfectly well, the whole TDS is set up to divide things by
file type (not my choice), thus "crippling" and "splitting" packages in
an "unnatural" way.
I see nothing that can be done about it at this late date, except to
start over completely. Feel free.
