[tex-live] enctex etc.

After some discussion with Karl, Petr and Thomas, I moved finally
enctex stuff from tex/enctex to tex/generic/enctex and also 
corrected csplain package.
As usual Thomas provided the clearest argument (many thanks for that):

>The macro files themselves don't make a new format. They can be
>used together with other macro files. The "-enc" switch has more the
>characteristic to define a new engine rather than a new format.  And,
>we have dropped the engine-specific top-levels (mltex, etex, ...).
