shhyphl.tex has a license of the nocommercial type.

ushyph.tex = hyphen.tex.
gbhyph.tex = ukhyph.tex and they don't allow any changes (btw.: hyphen.tex does).
ishyphen.tex does not allow any changes, too.

So, I suggest to remove the duplicates gbhyph.tex and ushyph.tex and the
nonfree file shhyphl.tex. And what about ukhyph.tex and ishyphen.tex?
Even Knuth has added this "Modifications are permitted, but only if the
resulting file is not named ..."  for hyphen.tex and plain.tex.
