These are typical messages of autoconf 2.50 and up.  The way we
intermix autoconf 2.13 and autoconf 2.50 may be related to this
problem.  However, I'd also guess there's something wrong with the
timestamps or makefiles, and we shouldn't get a configure --recheck
run when doing a 'make' immediately after 'configure'.  According to
the build log these --recheck operations happen in an number of
places, and IMHO each of those should be looked into.
