i think that funding a dedicated machine is no problem for user groups (one 
of those 2.4 G / 1 G mem/ three times 36 Gig SCSI with software raid dell 
rack machines of say 3000 EUR), given that it can be put somewhere on a 
fast line (probably at some european university or so), and given that 
someone maintains it; if it's tex-live-cvs only, maintaining is probably 
quite doable,
