At least what would be helpful is informational. pdfTeX could give an
error message that is more informative on a probable cause of the
problem.
That would be an even more intrusive change, requiring rebuilds. We
definitely can't do that.
Ok, since you insist, go ahead and put pdftex into the default
TEXINPUTS. What the hell.
