Perhaps not of much help, but...

- I pointed my tree to Master/bin/sparc-solaris
- removed everything in my Master/texmf-var
- run fmtutils --all   : it generated all formats (logs available)
- run pdftex on  \immediate\write16{hello} \end
  and encountered no problems
